All items on the Omnibus Agenda are considered to be routine in nature by the City Council and will be enacted in one motion.  There will not be separate discussion of these items unless a Council member so requests, in which event the item will be removed from the Omnibus and considered separately.

A. APPROVAL OF MINUTES: MAY 23, 2007.

B. STATEMENT OF BILLS – ending June 13, 2007:  $363,223.22

C. SUBSCRIPTION:  DesPlaines Valley News – City Clerk - $24 (2 yr).

D. Application for a block party request for the 5800 block of Longview Drive on 7-7-07.  (rain date 7-8-07)

E. Application for a special use to conduct a coin show on Sept. 6-9, 2007 at Park Place, 6240 Joliet Road.

F. Application for a general business license from Yong In Martial Arts U.S.A., 5404 La Grange Road.  Type:  martial arts school.  Applicant:  John Y Jeon.      

G. Application for a general business license from CarX, 5601 La Grange Road.  Type:  auto repairs.  Applicant:  Michael B. Weber.

H. MEMBERSHIP:  Illinois Parks & Recreation Assn. – Asst. Administrator - $240.

I. MEMBERSHIP:  Illinois City/County Management Assn – Asst. Administrator - $169.75.

INFRASTRUCTURE COMMITTEE – ALDERMAN SMETANA, CHAIRMAN

From the Infrastructure Committee meeting of 6-5-07: (see committee packet for backup)

A. Recommendation to amend Title 8 Chapter 4 (Swimming Pools)(refer to Plan/ZBA)

1. Delete entire chapter allowing the previously adopted model codes to govern.(refer to Plan/ZBA)

2. Direct Plan/ZBA to consider relocating Sec. 8-4-6 (location) to a new section (10-2-9) of the Zoning Ordinance.

3. Consider the creation of a new section 6-3-1.38 (Nuisances Enumerated) “To maintain an abandoned pool upon any premises…”(refer to atty)

4. Consideration of possible amendments to 10-10-3 (Off Street Parking Regulations) with the proposed action of referral to Plan/ZBA.

5. Consideration of an Elevator Safety Ordinance in response to the Ill. Elevator Safety Act. (see draft ordinance listed under legal report)

6. Consideration of DPW Director’s memo to reset pavers in an area at Memorial Park.  Repairing a section of walkway and rebuilding wooden pillars at Countryside Park - $14,852.

7. Direct Building Manager to draft floor area ratio (FAR) for Plan/ZBA consideration.

8. Proceed to draft ordinance requiring non-building contractors to obtain a contractor’s license only and furnish certificate of insurance. (refer to legal report)

9. Recommend directing Plan/ZBA consideration of increasing fees for zoning and related items.

RECREATION COMMITTEE

B. Recommendations from the Committee meeting of 6-6-07: (see committee packet for backup)

1. Consideration of allowing Brainard Avenue Baptist Church to use Countryside Park and Ideal School Park in conjunction with their summer camp.

POLICE COMMITTEE

C. Recommendations from the Committee meeting of 6-6-07: (see committee packet for backup)

1. Continuation of the annual maintenance agreement for Advanced Public Safety, Inc. - $4,207.68.

2. Continuation of the annual maintenance agreement for the City Watch Reverse Calling System - $3,569.

3. Int’l Chiefs of Police Training Conference – Oct. 13-17, 2007 –

4. Purchase of Harley Davidson motorcycle to replace leased unit - $15,995 from forfeiture funds.

5. Purchase a replacement vehicle for the K-9 squad from forfeiture funds - $20,500 from Westfield Ford and below state purchase price.

6. Implementation of digital red light photo enforcement system (see draft ordinance under legal report).

X. CITY ATTORNEY/LEGAL REPORT

A. Draft ordinance providing for automated traffic law enforcement systems and for administrative adjudication of automated traffic law violations.

B. Draft ordinance re elevator licensing and safety inspection program.

C. Draft ordinance amending annual business license fees for contractors.

D. Draft ordinance increasing fines for late payment of business licenses.

E. Draft resolution adopting prevailing wage rates for 2007.

 XI. CITY ADMINISTRATOR REPORT

A. Engineer’s pay estimate #1 – 07 Water Main Replacement – to Gerardi Sewer & Water Company - $527,710.05.

B. Engineer’s pay estimate #4 – 06 Water Main Replacement – Phase 2 – Swallow Construction - $164,938.56.

C. Request authorization to hire  replacements for the summer recreation program.

D. Request authorization to hire McFarlaneDouglass & Co. to decorate for the Holiday Season 07/08.  50% deposit - $6,037.50.

XII. STAFF REPORT

A. Police Chief

B. City Engineer:  2007 Sidewalk Replacement Program – bid award.

C. Community Development Director:

1. Request authorization for the application filing for a Technical Assistance Panel from the Chicago Chapter of the Urban Land Institute and the Campaign for Sensible Growth re improvement of LaGrange Road from Joliet to Plainfield.

2. Request authorization to hire a GIS intern to support the City’s computer mapping program.
