III. OMNIBUS AGENDA: All items on the Omnibus Agenda are considered to be routine in nature by the City Council and will be enacted in one motion.  There will not be separate discussion of these items unless a Council member so requests, in which event the item will be removed from the Omnibus Agenda and considered separately.

A. APPROVAL OF MINUTES:   October 28, 2009.

B. STATEMENT OF BILLS through November 12, 2009:  $762,739.65.

C. A one-day Special Use request from Crafty Crafters Expo, Inc. on Nov. 29 at the William Tell Holiday Inn, 6201 Joliet Road.

D. Application for a registration from Jeffrey Garbe, DDS, 475 W. 55th St. Ste 111. Type:  Dentist.  Applicant:  Jeffrey Garbe.

E. Application for a general business license from The Riverside Works, 5446 Dansher Road.  Type:  Mechanical Restorations.  Applicant:  Joseph Gaberik.

F. A two-day Special Use request from Suburban Collectors Club to conduct a Stamp Show on Nov. 27-28 at Local #150.

G. Application for a general business license from Miller Hardwoods, Inc. 6150 LaGrange Road.  Type: furniture & décor sales.  Applicant:  Myron Miller.

H. Application for a general business license from Immer Frish Donuts & Baked Goods, 6150 La Grange Road.  Type:  Bakery.  Applicant:  Duane Lambright.

I. Solicitation request from CEP Youth Leadership, Inc. at Jewel Foods on November 15 to fund scholarships to attend Junior High and Leadership Conference.J.  Application for a general business license from Benztek, Inc. 555 E. Plainfield Road.  Type:  Mechanical Repair shop.  Applicant:  Michael Gain.

K. Application for a general business license from Tavern on La Grange, 5403 LaGrange Road.  Type:  Restaurant-Bar.  Applicant:  James Arce.

VI. MAYOR’S REPORT

A. Approval of a grant application to the Illinois Rt. 66 Scenic Byway for a Wayside Exhibit at 6150 Joliet Road, with a local match not to exceed $6,000.

B. Renewal of Intergovernmental Agreement with Cook County Public Health Department to provide environmental health inspection services from December 1, 2009 through November 30, 2010, with no increase in fee. ($60 per inspection).

C. Application for a Class E Liquor License from Jim Arce, Tavern on La Grange, 5403 La Grange Road.

A. Recommend adoption of the 2010 Official Calendar.

B. Application for a general business license from Environmental Services, Inc., 7061 Willow Springs Road.  Type:  business office.  Applicant:  Nick Malone.

ECONOMIC DEVELOPMENT COMMITTEE – ALDERMAN MCDERMOTT, CHAIRMAN

C. Draft resolution approving Kane, McKenna as the Tax Increment Finance District Consultant.

X. CITY ATTORNEY/LEGAL REPORT

A. Draft ordinance charging fee for inspection of new businesses.

B. Plan/ZBA recommendation for variances to the Sign Ordinance for 1422 W. 55th (Speedlane Gas Station).

C. Plan/ZBA recommendation amending Sec. 8-5-9 (permitted for sale/for rent signs in Business, Mfg and Office Districts.

XI. ADMINISTRATOR’S REPORT

A. Consideration of an intergovernmental Agreement developed by WCMC for a Natural Gas Model Franchise.

B. Engineer’s pay estimate #1 – 2009 Water Main Replacement project to Archon Construction Company, Addison, Il. for $196,963.15.

C. Engineer’s pay estimate #1 and final – Woodland Ridge Park Drainage improvements to Copenhaver Construction, Gilberts, IL for $26,874.

XII. STAFF REPORTS

C. Asst. Administrator: 

1. Recommendation to accept Crestways, Inc.’s quote of $4,772 for second floor carpet replacement.

2. Consideration to establish  a Flexible Spending Account for full time employees beginning January 1, 2010 with an agreement with Discovery Benefits, up to a   maximum deduction $2,600.

3. Draft resolution to include compensation paid under IRS Sec. 125 Plan as IMRF earnings.
