MINUTES OF A
SPECIAL MEETING
OF THE PLAN COMMISSION AND ZONING
BOARD OF APPEALS
FOR THE CITY OF COUNTRYSIDE, IL
HELD IN COUNCIL CHAMBERS ON TUESDAY, SEPTEMBER 21, 2004
Chairman Fullmer
called the meeting to order at 7:00 p.m. Secretary Lube called the Roll;
the following members were present:

APPROVAL OF MINUTES
The first order of
business was approval of the minutes of May 11, 2004. Mr. Toth moved to
approve the minutes as presented, seconded by Ms. Schulz and carried
unanimously.
PUBLIC HEARING
Chairman Fullmer
read the Notice of Public Hearing to continue rezoning of certain
properties located on the 5th Avenue Cutoff from the current
R-1 single-family district to R-7 rural residential district. Mr. Peck
presented an overview of tonight’s meeting. He cited the map entitled
“City of Countryside Proposed 5th Ave. Cutoff” and stated
that annexed property comes into the city at the most restrictive zoning
regulation which is R-1 in this case. Parcels depicted in red on the
map are zoned R-1. The issue before the Board tonight is whether those
areas should be rezoned to R-7. Board members had a general discussion
but no specific questions.
Roger Marinkoff,
7424 Prescott Lane stated that several open forum meetings were held for
this sole purpose. Significant numbers of residents did attend those
meetings; there has been sufficient representation during the public
hearings. Also a petition with approximately 50 signatures seeking the
R-7 zoning has been presented. Local residents have thus reaffirmed
their status. Language was written with the participation of many
residents over many months; tonight’s proceeding is merely a formality.
The properties designated M-2 and B-3 will retain their status.
Mr. DiPaolo asked
if properties on Willow Springs Road were combined would that change the
zoning? Transitional zoning along Willow Springs Road is needed for
potential future use; is that addressed in the comprehensive plan?
Mr. Muenzer stated that long-term this area has commercial redevelopment
potential. TPAP believes the area should remain residential. Mr. Peck
stated that if parcels are combined, the owner may petition the PC/ZBA
for rezoning and a hearing. Today’s concern is simply to bring
conformity to the rezoning issue.
Mr. Peck stated
that Exhibit A, which is the document entitled “City of Countryside
Proposed 5th Ave. Cutoff Zoning,” is entered into evidence. Based upon that map the recommendation is to rezone those parcels
located on 5th Ave. Cutoff that are denoted in red from R-1
to R-7. Mr. Lube moved to approve the above motion language, seconded
by Mr. Ziemba and carried by unanimous Roll Call vote.
The question of
Prescott Road versus Prescott Lane came up; also Golfview Drive versus
Golfview Road. Mr. Muenzer will try to ascertain the correct usage.
Chairman Fullmer
asked Board members to carefully review correspondence regarding the
landscape ordinance when it is received.
ADJOURNMENT
There being no
further business to discuss, Mr. Toth moved to adjourn, seconded by Mr.
Ziemba and carried by unanimous voice vote.
