City Administration
The City Administration
Department, headed by City Administrator
Ed Bailey, is responsible for the
overall management of the City's departments. As defined by the
Countryside’s City Code, the City Administrator has the following specific
duties:
- To
observe, review and evaluate the work of department heads, except the
Chief of Police.
- When directed to do so by the Mayor or City Council, to coordinate
City Council functions with those of other City agencies or with other
outside public agencies, keeping the Mayor and City Council informed
of major activities, problems and possible areas of concern.
- To assist and coordinate, through subordinate administrators, the
programs and activities of all departments and divisions of the City
government (except the Police Department); assist these offices in any
administrative matter and in the coordination of activities; recommend
to the Mayor and City Council measures and ordinances deemed necessary
and expedient; keep the Mayor and City Council fully advised as to any
special financial needs of the City which come to his attention.
- To prepare and submit to the Mayor and City Council an annual
appropriation and appropriation message; upon its adoption, to oversee
the administration and execution of the appropriation.
- To prepare and submit to the Mayor and City Council justifications
for capital improvements; review funding alternatives, analyze costs
and prepare recommendations; meet with the City Council to explain
proposed capital improvements.
- To prepare and submit to the Mayor and City Council an annual
report on the finances and administrative activities of the City.
- To prepare reports on any specific Municipal activity as requested
by the Mayor or City Council; respond to citizen requests regarding
City services.
- Subject to the direction of Mayor or Council, to attend meetings
of local, regional, state or other offices to represent the interest
of the City and to keep informed on matters of interest to the City.
- To meet with developers, contractors, consultants, attorneys, and
others who are involved in City business or have an interest in the
City's development.
- To recommend the hiring, termination, suspension or other
discipline of City employees; recommend to the City Council a standard
schedule of pay for each office and position in the City service.
- To prepare agendas and supporting information for City Council
meetings, and when directed to do so by the Mayor or Council, for any
other public meetings; attend all meetings of the City Council unless
excused.
- To supervise the purchase of all materials, supplies, and
equipment for which funds have been provided.
- To conduct regular staff meetings.
- To promote and maintain responsive community relations, subject to
the approval of the Mayor or City Council.
- To authorize all purchase orders and contracts for services,
supplies, materials or equipment, or for contractual services,
including printing and publication, and all work or other public
improvement contracts involving the expenditure of not more than two
thousand dollars ($2,000.00); provided, however, no such purchase
order or contract shall be authorized without a prior unexpended and
unencumbered appropriation in sufficient amount for such purposes.
- To administrator discipline in the form of suspension, with or
without pay, for a period of up to ten (10) working days, to all City
employees, except department heads and members of, or those employed
within, the Police Department. (Ord. 96-02-0, 1-10-1996)
The Administration Department contains nine employees representing
the following departments: Water, City Clerk, Community Development, and
the Treasurer’s Office.
