Term, Compensation, and Staff
The City Treasurer is elected by popular vote and serves a 4-year
term. The current treasurer, Steven Jasinski, receives the sum of
$8,400 per year as compensation for his office. The Finance
Director is Steven Drazner.
Powers and Duties
The functions of the Finance Department include, but are not limited
to: coordination of the annual appropriation/budget, receipt and
deposit/investment of funds and accounting thereof, insurance billing,
and related status reporting. The Finance Director oversees water and
sewer billing, payroll, and payment of debts.
The City Treasurer receives all revenue belonging to the City, and
keeps his books and accounts in the manner prescribed by City Ordinance.
These books/accounts shall always be subject to the inspection of any
member of the City Council or the Mayor, in addition to annual review by
an external audit firm. He maintains a separate account of each fund, or
appropriation, or special assessment; he also prepares appropriate
monthly reports for review of the City Council and/or the Mayor.
The City Treasurer keeps all funds and money in his custody belonging
to the City of Countryside in such places of deposit as may be
designated by the City Council and as provided by law. He endeavors to
maintain a majority of funds/investments in City of Countryside
financial institutions.
The City Treasurer renders an account under oath to the City Council
monthly showing the state of the Treasury, at the date of the account,
and the balance of funds/money in the Treasury. He also provides an
account of all money received into the Treasury together with all
warrants redeemed and paid by him. These warrants with all vouchers held
by him shall be delivered to the City Clerk for filing and retention. He
also keeps all appropriate accounting records relative to this function.
The City Treasurer prepares and provides the following data prior to
September 1st of each fiscal year: (1) An account of all
monies received and expenditures incurred during the preceding fiscal
year in the manner prescribed by law, and files with the City Clerk, and
(2) the above account together with an affidavit of the City Clerk
stating that such copy is a true and correct copy of such annual report,
that it was published locally, and filed with the Cook County Collector.
