The Community Development Department is located on the second floor of City Hall and maintains hours of operation M-F from 8:30 am – 4:30 pm and consists of five employees. The Department Head and Building Commissioner are:
- Ms. Sharon Peterson, Assistant City Administrator
- Mr. Steve Tisinai, Building Commissioner
In addition, the Department has a Clerk, Economic Development Coordinator and Electrical Inspector.

Primary functions of the Community Development Department are:
- Responsible for the enforcement of ordinances regulating the protection of public health, safety, welfare as related to existing buildings and new construction
- To provide zoning code interpretation and enforcement
- General requirements for building permits
- To provide subdivision requirements
- To provide scheduling for permit inspections
- Provides continuous review of the municipal zoning code
- To review all preliminary and final site plans
- To conduct inspections for the pre-sale inspection program, rental property inspection and licensing program, and vacant property licensing and inspection program
- To serve as the city’s liaison to the plan commission / zoning board of appeals
- To provide certificate of occupancy and business license inspections
- To provide constant review of the countryside comprehensive plan, vision for 2024
- To provide customer service for contractors, home, business, and property owners as necessary
