HUMAN RESOURCES COMMITTEE MEETING

Wednesday, August 26, 2015 – 6:30 p.m.

Council Chamber – Countryside City Hall

I. CALL TO ORDER

Chairman Alderman Musillami called the meeting to order at 6:30 PM.

II. ROLL CALL

Present: Alderman Musillami, Alderman Pondelicek, Alderman Mikolyzk

Also Present: City Administrator Paul, Police Chief Ford, Assistant City Administrator Peterson, Attorney Erik Peck, Deputy Clerk Carey

III. APPROVAL OF MINUTES

Alderman Pondelicek moved to approve the minutes of July 22, 2015, as presented, seconded by Alderman Mikolyzk and carried unanimously.

IV. PUBLIC COMMENT

None

V. UPDATE ON THE RECRUITMENT OF AN ADMINISTRATIVE CLERK FOR THE CLERK’S OFFICE.

City Administrator Paul presented an update. The City received 101 applications. 18 candidates have been selected for an interview. The interview committee will consist of Gail Paul, Alderman Mikolyzk and Margaret Carey. The committee will narrow down the candidates and invite 3 candidates back for a 2nd interview.

VI. CONSIDERATION OF A PAY SCHEDULE FOR THE COMMUNITY SERVICE OFFICERS.

Chief Ford requested that a pay schedule be approved for Community Service Officers with at least 2 years of service. The pay increase would be based on individual CSO’s performance evaluations. The increase would not exceed $1/hour each year, with a maximum salary of $15/hour upon completion of 5 years of service. After $15 and 5 years, CSO’s would be eligible for COLA raises.

Alderman Pondelicek moved to approve the pay schedule, seconded by Alderman Mikolyzk and carried unanimously.

VII. REQUEST TO REPLACE THE CROSSING GUARD POSITIONS ON AN AS NEEDED BASIS AND ALLOW HIRING OF TEMPORARY CROSSING GUARDS.

Chief Ford explained that the police department employs 4 crossing guards. When a crossing guard cannot work, a police officer must be removed from regular duties to cover the shift. The Chief requested authority to hire additional crossing guards when needed and to train back up crossing guards.

Alderman Mikolyzk moved to approve the hiring of additional backup crossing guards, seconded by Alderman Pondelicek and carried unanimously.

VIII. APPROVAL OF JOB DESCRIPTION FOR PART-TIME CRIME FREE HOUSING COORDINATOR.

Chief Ford presented the job description for the newly created position of the part-time Crime Free Housing Coordinator-and requested approval .

Alderman Mikolyzk moved to approve the part-time Crime Free Housing Coordinator job description, seconded by Alderman Pondelicek and carried unanimously.

IX. OTHER BUSINESS

None

X. RECESS TO EXECUTIVE SESSION

There being no further business to discuss, Alderman Mikolyzk moved to recess to Executive Session under Section 2(c)(1) under the Open Meetings Act to discuss personnel–seconded by Alderman Pondelicek and carried unanimously.

Chairman Musillami declared the meeting recessed to Executive Session at 6:35 PM.

XI. ADJOURNMENT

There being no further business to discuss, Alderman Mikolyzk moved to adjourn the meeting, seconded by Alderman Pondelicek and carried unanimously.

Chairman Musillami declared the meeting adjourned at 7:20 PM.
