3. Consideration of accepting a new 60-month lease agreement for a color copier with Chicago Office Technology Group for $625 per month or $7,500.

4. Consideration of awarding the bid to Westfield Ford for the 2007 Ford Explorer for $7,500.

5. Seeking direction to dispose of surplus vehicle by either selling to wholesaler or transfer to ESDA department.

6. Consideration of approving fees for fingerprinting services of $35 per non-resident.

MINUTES OF THE POLICE COMMITTEE MEETING

WEDNESDAY, AUGUST 8, 2012 – 6:30 PM

CALL TO ORDER & ROLL CALL:

Meeting was called to order at 6:30 p.m. Those present were: Chairman Pondelicek, Aldermen Michalczyk, Von Drasek, Musillami, and Jasinski. Also present: Police Chief Ruth, City Administrator Gail Paul, ESDA Coordinator Steve Norman, and Finance Director Steve Drazner.

APPROVAL OF MINUTES:

The minutes of June 26, 2012 were signed and dated by Chairman Pondelicek.

REQUEST TO ACCEPT NEW COPIER LEASE.

Chief Ruth explained that there are 19 months remaining on the current copier lease with Chicago Office Technology Group (COTG). Due to an increase in copier usage, the current unit has been experiencing frequent breakdowns and service calls. Based on a projected increase in use, it has become evident that the unit must be replaced. The original lease of $569.00 per month is included in the 2013 budget. The new lease would be an increase of $56.00 per month. Of the 3 quotes that were gathered, COTG came in the lowest at $625.00 per month for 60 months. Chief Ruth recommended accepting the new copier lease with COTG. The Committee concurred with the staff’s recommendation.

REQUEST TO AWARD BID TO WESTFIELD FORD FOR 2007 FORD EXPLORER.

Chief Ruth explained that the Police Department normally trades in their old vehicles when they purchase a new one, but this time they decided to auction 2 vehicles. Flyers were sent out and posted to the City’s website. The first vehicle, a 2007 Ford Explorer, received the minimum bid from Westfield Ford for $7,500.00. Chief Ruth recommended awarding that bid and selling the vehicle to Westfield Ford for $7,500.00. The Committee concurred with the staff’s recommendation.

SEEKING DIRECTION FOR DISPOSING OF 2007 FORD CROWN VICTORIA.

Chief Ruth explained that the 2nd vehicle being auctioned, a 2007 Ford Crown Victoria, did not receive the minimum requested bid of $3,800.00. Instead, a bid of $3,008.00 was received. Chief Ruth requested direction as to the disposal of the vehicle. It can be awarded to the bidder or used in another capacity within the City. The Committee agreed to award the $3,008.00 bid.

REQUEST FOR APPROVAL TO CHARGE FINGERPRINTING FEES TO NON-RESIDENTS.

Chief Ruth explained that the Police Department has seen an increase in the number of fingerprinting requests. The Police Department fingerprinted 82 individuals in 2010, 136 individuals in 2011, and 176 individuals projected for 2012. The City incurs a charge from the State of Illinois to process the fingerprints and Chief Ruth explained that it is his intention to cover those costs-for non-residents only. Chief Ruth proposed a fee of $35.00 for all non-resident fingerprint requests. The Committee concurred with staff’s recommendation, but suggested a fee of $50.00 instead. The Committee will direct City Attorney, Erik Peck, to draft a City ordinance.
