HELD IN COUNCIL CHAMBERS ON TUESDAY, JULY 17, 2012
Chairman Fullmer called the meeting to order at 7:30 p.m. Secretary Lube called the Roll of Members physically present:
PRESENT: Chairman Richard Fullmer, Jr., Secretary Robert Lube,Mr. Charles Stoub, Mr. Michael Anderson, Mr. Richard Toth, Ms. Tina Grotzke, Mr. Crecencio Gonzalez IV, Mr. Bryon Bednar.
ABSENT: Mr. Mark Benson.
ALSO PRESENT: Ald. Pondelicek, City Atty. J. Stein, City Admin. Paul, Asst. Admin. Peterson, Police Chief Ruth, CDP Swanson, Ald. Jasinski.
Chairman Fullmer stated the Rules of Proceeding for the hearing before the Plan Commission – Zoning Board of Appeals will follow a strict order of presentation. A sign-in sheet for interested persons is located at the podium. This hearing is being recorded. Please silence all cell phones and pagers.
PUBLIC HEARING RE: CREATING ARTICLE 10-8D
Chairman Fullmer read the Public Hearing Notice for the proposed text amendment published on June 14, 2012 in The Doings Newspaper. Atty. Stein stated that the Notice posted was deemed insufficient, therefore the above meeting will be continued to the August 7, 2012 meeting.
PUBLIC HEARING RE: PRELIMINARY AND FINAL PLAT OF SUBDIVISION OF THE COUNTRYSIDE CITY CENTER
Chairman Fullmer read the Public Hearing Notice for the proposed preliminary and final plat of subdivision published on June 28, 2012 in The Doings Newspaper.
Proposal of a preliminary and final plat of subdivision:
Consideration of the Countryside City Center Plat of Subdivision pursuant to Section 9-2-3 and 9-2-4, Chapter 9 of the Municipal Code of
The City of Countryside – at the real estate commonly known as the Countryside City Center at 9950 Joliet Road, 9960 Joliet Road, 6001 LaGrange Road and 5949 LaGrange Road, Countryside, IL 60525. The Applicant is the City of Countryside, 5550 East Avenue, Countryside, IL 60525.
Mr. Lube moved to open the Public Hearing in this matter, seconded by Mr. Stoub and carried by unanimous voice vote. CDP Mr. Swanson welcomed Mr. Michael Anderson as a new Board member. He made the following presentation re: the Preliminary and Final Plat of Subdivision for the Countryside City Center.
The property will be divided into seven separate lots — Lot 1 is Harley Davidson. Lot 2 is Hooter’s. Lots 3 and 4 are currently under consideration for multi-tenant restaurant users. Lot 5 is the NE corner of the property including the overflow parking lot. Lot 6 is the retention pond. Lot 7 includes the streets. Ms. Paul stated that all parties have agreed to Harley’s use of the overflow parking lot for a car show 3 to 4 times per year.
Discussion re: parts of Lots 5, 6 and 7 are included in the REOA – discussion of roads, curb cuts, location of left-turn lanes, IDOT rules and regulations, and the parking area in relation to the entire project. Mr. Gonzalez moved to close the Public Hearing in this matter, seconded by Mr. Toth and carried by unanimous voice vote.
Ms. Grotzke moved to approve the Preliminary and Final Plat of Subdivision for the Countryside City Center as presented, seconded by Mr. Lube and carried by Roll Call vote – 8/0/1. Chairman Fullmer stated that this matter will come before the City Council at its Regular Meeting on July 25, 2012.
OTHER BUSINESS
Mr. Swanson stated that the August meeting will include a special use application for outdoor dining patio for Caribou Coffee and a garage expansion variance. Discussion re: bike racks installed in the parks.
