MINUTES OF THE
E-911 EMERGENCY TELEPHONE SYSTEM BOARD MEETING
TUESDAY, JUNE 2, 2015 – 5:00 PM
COUNCIL CHAMBERS
CALL TO ORDER & ROLL CALL.
Chairman Chief Ford called the meeting to order at 5:01 PM. Those present were: Chairman Chief Ford, Communications Director Srejma, Member Schwartz, ESDA Coordinator Norman, Fire Chief Buckley, and Secretary Blackwell.
APPROVAL OF MINUTES.
Communications Director Srejma motioned to approve the minutes of March 16, 2015, seconded by ESDA Coordinator Norman. The members unanimously agreed and the motion carried. The minutes were signed and dated by Chairman Chief Ford.
REQUEST AUTHORIZATION OF EXPENDITURES.
After a brief discussion regarding the Moducom server replacement, Chief Ford requested approval for expenditures since the last E-911 Board meeting of March 16, 2015.
1. Fire Chief Buckley motioned, seconded by Member Schwartz to approve the expenditures from March 5, 2015 to May 22, 2015 in the amount of $81,894.24. A vote was taken, the members unanimously agreed, and the motion carried.
OTHER BUSINESS.
Chief Ford reported on legislation that was recently passed and is awaiting the Governor’s signature. SB0096 provides for the appointment of a State-wide 911 Administrator with the goal of implementing a uniform 911 system for populations of under 500,000. Another element of the legislation intends to consolidate Emergency Telephone System Boards (ETSBs) and 911 centers for populations under 25,000 by the year 2017. Countryside has already consolidated by transitioning to Southwest Central Dispatch. The goal of this legislation is to increase the amount of wireless funds that wireless companies pay to the State per phone. The funds would be controlled by the State and would be sent directly to the State instead of being sent to each ETSB individually. This is a lock key legislation so any money that goes in should be disbursed accordingly without anyone else being able to touch it. At this point it is not definite what impact this legislation will have on the City of Countryside’s ETSB. Countryside is a part of Southwest Central Dispatch’s ETSB and it is possible that our smaller ETSB could be dissolved. Several other agencies are trying to either find a centralized dispatch or bolster their own dispatch in response to this legislation.

There being no further business to discuss, ESDA Coordinator Norman motioned to adjourn the meeting, seconded by Fire Chief Buckley. The meeting adjourned at 5:10 PM.
