MINUTES OF THE REGULAR MEETING
BOARD OF FIRE AND POLICE COMMISSION
CITY OF COUNTRYSIDE
March 10, 2015

1. Call to Order

Meeting was called to order at 5:30 p.m.

2. Roll Call

Upon roll call the following were present:

Jerry Welch, Chairman
Mark Burdett, Secretary
Mary Louise Pisone, Commissioner

Also in attendance: Sue Dignin, HR/Executive Assistant
Joe Ford, Chief of Police
Don McGoorty, Public

3. Approval of Minutes

Motion was made by Mark Burdett and seconded by Mary Louise Pisone to approve the minutes of the December 9, 2014 meeting. Motion carried and the minutes were approved.

4. Comments from the Public

None.

5. New Business

In anticipation of the retirement of two police officers in the months of May and July, the Board has provided copies of the employment applications for the first four candidates on the Police Officer Eligibility list to Chief Ford to conduct the background investigations. As time of the first retirement approaches, Chief Ford will request approval at a Police Committee meeting to fill these positions. Final approval of the replacement of these positions will come from City Council. Chief Ford will inform the Commission of any negative responses as a result of the background investigations of the candidates.

Attorney, Erik Peck provided the Board with two versions of a lateral hire policy for review and consideration. The Board reviewed both versions and all agreed on the second version with a modification to Section 4 (c). Motion was made by Mark Burdett, and seconded by Mary Louise Pisone to approve the second version of the lateral hire policy. Motion carried and the lateral hire policy was approved. Chairman Welch will give direction to Erik Peck to issue a final draft of the second version.

6. Old Business

The Board received approval from the Local Records Commission to dispose of records in the Annex building, and Sue Dignin disposed of the records.

7. Other Business

The Commission reviewed the monthly police report for January.

The Commission received a disciplinary report for a police officer. This document will be placed in officer’s personnel file in the Commission’s office.

The Commission received a letter from a resident, who complimented the manner in which Officer Goluszka handled the resolution of a motor vehicle accident in which she was involved. This letter will be placed in the officer’s personnel file in the Commission’s office.

The Commission received a letter from the State’s Attorney requesting information on a retired police officer. Sue Dignin submitted the requested information.

The Illinois Fire & Police Commissioners Association’s Spring Seminar will be held in East Peoria, IL on May 1, 2 & 3. Any commissioners interested in attending this seminar need to send their registration form to Sue Dignin before April 20th.

8. Motion to go into Executive Session

Motion was made by Mary Louise Pisone and seconded by Mark Burdett to discuss personnel pursuant to section 2(c)(1) under the Open Meetings Act. Motion carried to recess to Executive Session at 6:20 p.m.

9. Adjournment

The meeting was adjourned in Executive Session.

The next scheduled meeting will be held on June 9, 2015 at 5:30 p.m.
