MINUTES OF THE

E-911 EMERGENCY TELEPHONE SYSTEM BOARD MEETING

MONDAY, MARCH 16, 2015 – 5:00 PM

COUNCIL CHAMBERS

CALL TO ORDER & ROLL CALL.

Chairman Chief Ford called the meeting to order at 5:00 PM. Those present were: Chairman Chief Ford, Communications Director Srejma, Member Schwartz, ESDA Coordinator Norman, and Secretary Blackwell. Absent was Fire Chief Buckley.

APPROVAL OF MINUTES.

ESDA Coordinator Norman motioned to approve the minutes of December 2, 2014, seconded by Communications Director Srejma. The minutes were signed and dated by Chairman Chief Ford.

REQUEST AUTHORIZATION OF EXPENDITURES.

After a brief discussion, Chief Ford requested approval for expenditures since the last E-911 Board meeting of December 2, 2014.

  1. Communications Director Srejma motioned, seconded by Member Schwartz to accept the expenditures from November 19, 2014 to March 5, 2015 in the amount of $68,695.97. The members unanimously agreed and the motion carried.

DISCUSS REPLACEMENT OF MODUCOM SERVER.

Chief Ford explained that there were too many continuing issues with the Moducom that replacement could not be delayed any longer. After reviewing the budget it was determined that there was sufficient funding left in this year’s budget to move forward with the replacement. Finance approved the purchase and adjusted the budget accordingly. This expenditure will show up on the expenditures at the next E-911 Board meeting. The actual cost for the replacement was $17,777.10.

Steve Norman inquired about any updates regarding the damage sustained during the power surge that was discussed at the December 2, 2014 E-911 Board meeting. Chief Ford explained that the Moducom was replaced and the incident is still under review with ComEd.

OTHER BUSINESS.

Chief Ford explained that the Department has been experiencing major issues with AT&T. About a month ago, all the phone lines at the City were lost. We were fortunate as our phones automatically transfer to SWCD after four rings. We have been working with AT&T and were able to get some of the lines ported over; however, we still have major issues that are being addressed. We believe the issue began when new fiber line was installed in the building. At this point several lines are still not connected and are inoperable. There was also another unrelated infrastructure issue when the vault near the McDonald’s filled with water. We lost phone service but were able to get a technician out and get those lines back up and running.

Chief Ford then stated that the Department has placed another advertisement for Community Service Officer’s in order to maintain 24-hour staffing for the front desk.

There being no further business to discuss, Communications Director Srejma motioned to adjourn the meeting, seconded by Member Schwartz. The meeting adjourned at 5:13 PM.
